METAIRIE, LA – St. Tammany Sheriff Randy Smith announced today that he will seek re-election to continue to protect and serve Louisiana’s fourth most populous parish.

Last year, the St. Tammany Sheriff’s Office fielded over 8,400 dispatch calls. The agency achieved impressive results when it came to solving crimes. In 2022, the St. Tammany Parish Sheriff’s Office had a 100% clearance rate for the parish’s eight homicides. The Sheriff’s department scored a 92% solve rate on violent crimes which is more than 100% better than the national average. And, regarding property crimes, the Sheriff’s Office clearance rate in 2022 was over three times the national average. Said Smith, “Our message to criminals is strong. If you commit a crime here, we will bring you to justice.”
In his last term, Smith continued to bring upgrades to the department including outfitting all deputies with body cameras to ensure transparency and accountability. Under the Sheriff, deputies are trained on how to manage mental health calls, an escalating challenge for all police departments. To ensure retention and to acquire the top recruits, Smith invested in his personnel with improved wages and benefits. The sheriff sent a strong message in his fight against crime when adding a strategically located new police district to improve response time for 100,000 residents. Sheriff Smith relocated the 3rd District Station to Highway 59 near Interstate 12 across from Fontainebleau Junior High and High School to better protect the public, and he brought the large-scale project in under budget.
The St. Tammany Sheriff’s Office under Smith continues to provide resource officers to 27 public schools to further protect our children and give parents peace of mind. Technology is upgraded regularly to guarantee that officers have the best crime fighting equipment in their fight against crime. And the Sheriff has invested in a new mobile command center and a state-of-the-art drone unit to allow the department’s crimefighters to manage any crisis from the scene.

Bhagyam sits with a faded wedding album and talks about how much she misses her husband, who works as a welder in the Gulf.
Unaware of the recent problem of Indian migrant workers stranded in Saudi Arabia
with no wages or food, she said the couple have a home loan to pay off, and she has to assume her husband is fine.
“They went in a group so they must be safe,” the 36-year-old mother of two said slowly.
“Even if things are bad there, he won’t tell me. He’ll just say everything is okay and give me details of the money transfer every month.”
Like Bhagyam, in every other house in the fishing hamlet
of Sadraskuppam near Kalpakkam town in India’s southern state of Tamil Nadu,
a wife waits anxiously for a call from the Gulf.
There are more than 100 “women left behind”, as they are known here, living lonely lives in the small hamlet, among an estimated 1 million such
wives in Tamil Nadu.
They are often depressed and always worried, found a February 2016 survey commissioned by the state government.
Nearly 70 percent of the women reported feeling anxiety,
fear and loneliness.
Sixty percent considered the additional responsibilities
they must bear in the absence of their husbands – such
as caring for elderly parents or sorting out financial matters
– a big drawback of the migration.
The survey, which covered 20,000 households across 32 districts in the state, flagged health and children’s education as the other
main causes of concern.
“Ironically, the women left behind are more qualified than the men and have higher standards of education,” said Bernard D’Sami of the Chennai-based Loyola Institute of Social Science Training and
Research, one of the survey partners.
Most of them married while their husbands
were on a short break from working abroad, and 90 percent
of them have never travelled to their spouse’s country of
work, he added.

Government figures show there are an estimated 6 million Indian migrants in the six Gulf states of Bahrain, Kuwait, Qatar, Saudi Arabia,
United Arab Emirates and Oman.
Over the years, the Indian government and non-governmental groups have received a
steady stream of complaints from migrant workers, ranging from
non-payment of wages to torture and abuse.
In a high-profile case last month, workers sent an SOS to
the Indian foreign ministry, stating the companies
they worked for had shut up shop and had not paid
them for months.
India’s Foreign Minister Sushma Swaraj tweeted on July 30 that thousands of Indian workers in Saudi Arabia and Kuwait were facing a “food crisis” due
to economic hardship. She appealed to an estimated 3 million Indians
living in Saudi Arabia for help.
One of India’s two junior foreign ministers, V.K. Singh, also travelled to Saudi Arabia
to assess the situation and organise the return of the
7,700 affected Indian workers living in 20 camps for migrant labourers.

Men have been migrating to work from Kalpakkam for years.
The nuclear power industry operating in this coastal town does not give them jobs, neither do local builders,
who prefer the cheaper migrant workforce from northern Indian states.
“We know that life is not always comfortable in the Gulf but we keep going back because we have no choice,”
said S. Prabhu, a returnee migrant already looking for another job abroad.
V. Kalaivani, 32, doesn’t follow the news, and knows nothing about the crisis hitting Indian workers in the Gulf.
“Over the many years my husband has travelled to Qatar and Saudi to work, I’ve got used to the idea,” said the housewife with two daughters.
“I guess we have been lucky so far.”
Bhagyam and Kalaivani don’t remember the names of
the companies their husbands work for. They don’t know
who interviewed them or how they got to their destination. A copy of their husband’s passport is
somewhere in a cupboard, they think.
That is the biggest challenge, said J. Jeyanthi,
coordinator of the non-profit Arunodaya Migrant Resource
Centre.
“The women are clueless and that often causes anxiety. The families need the money but the women pay a heavy price because they are alone, restricted by unwritten norms which include avoiding social gatherings like weddings.”
Even a small issue like who will drop the children at school if they miss the bus turns into a big deal when husbands are away,
Kalaivani told the Thomson Reuters Foundation.
“Most of us have parents and in-laws living a few houses away but it’s not the same,” she
said.
Many women say they do not sleep well at night.
“We wait for our husbands to call,” said Bhagyam.
The phone usually rings way past midnight, when the men have finished their overtime.
“In the day we are busy with housework. But at night, the loneliness is unbearable,” she said.
The women are now reaching out to one other, forming a collective under an initiative by the
Arunodaya Migrant Resource Centre.
From educating themselves on the perils of migration to sharing health concerns, they provide mutual support while their men are away.
“They need each other because they are in the same situation,” Jeyanthi said.
“They don’t open up immediately, but slowly they are voicing their worries. It’s a start.” (Reporting by

NEW YORK, July 13 (Reuters) – Shares of U.S. healthcare companies are gaining
favor as investors bank on their ability to weather rocky
economic times and the stocks look more reasonably valued
than other defensive sectors.
Healthcare has been the top-performing S&P 500 sector over the past
month, rising nearly 3% while the broader
market has fallen modestly. The group has fallen 8.7% so
far this year, less severe than the nearly 20% drop for the benchmark S&P
500 overall.
Strategists at Goldman Sachs, Morgan Stanley and BofA Global Research are
among those favoring the healthcare sector, given that the companies’ businesses are expected
to hold up better than others should the economy face a downturn.
“We feel like it is one of the last opportunities to play defense at a reasonable price,” said Walter Todd, chief investment officer at Greenwood Capital in South Carolina.
Greenwood is overweight healthcare stocks in its large-cap portfolios including
shares of Johnson & Johnson, Thermo Fisher Scientific and Pfizer Inc.
How healthcare companies are performing will become more
clear in the coming days as second-quarter reports roll in, starting on Friday with UnitedHealth Group Inc, the largest U.S.
healthcare company by market value.
Earnings in the healthcare sector – which includes large drugmakers,
medical equipment companies, health insurers and biotech firms – have outperformed in recent recessionary
periods. That makes them an attractive target for investors looking for assets that can weather a potential
downturn, as recession worries grow amid aggressive
monetary policy tightening from the Federal Reserve.
For example, while overall S&P 500 earnings fell
for nine straight quarters during the Great Recession in 2007-2009, the healthcare sector posted earnings growth in those periods, according to Refinitiv
IBES data.
Over the last 25 years, earnings per share for the sector
have increased nearly 10% annually compared with 6.6% annual
growth for the S&P 500, while producing “much more consistent annual growth relative to the broader market,”
according to Eric Potoker, U.S. healthcare equity strategist in the CIO
office of UBS Global Wealth Management.
“If they have healthcare needs, that is usually one of the last places that people will ration,” Potoker said.
Healthcare also remains relatively more attractive than other so-called defensive stocks based on standard valuation metrics.
Healthcare is trading at 15.7 times forward earnings estimates against
its long-term price-to-earnings average of 17.5 times, according
to Refinitiv Datastream. That represents a 10% discount.
Meanwhile, other defensive sectors are trading at premiums relative to their historical valuations
– with utilities at a premium of over 30% and consumer staples at a 12% premium.
Unlike healthcare stocks, utilities and staples,
at 19.4 times and 20.1 times, respectively, are also trading above the 16.1 times P/E ratio of the overall S&P 500.
“We find other traditionally defensive sectors, including utilities and staples, to be expensive relative to the broader market,” Tony DeSpirito, chief investment officer of
U.S. fundamental equities at BlackRock, said in his
third-quarter equity outlook in which he described “an underappreciated opportunity in healthcare stocks.”
To be sure, should investors become more upbeat about the economy, that could
lead them to leave behind healthcare shares for more cyclically sensitive stocks such as financials or
industrials.
Healthcare also for years has faced persistent investor concerns about regulatory changes, particularly
related to potential U.S. action to rein in prescription drug prices, which has
created a cloud over the stocks.
In the coming months, Democrats in U.S. Congress could try to pass a
drug-pricing bill, and “biopharma stocks could be volatile if legislation progresses,” analysts
at SVB Securities said in a note.
