To bring successful conclusion to high-risk situations through the use of specialized equipment and weaponry deployed by highly trained personnel.

• Certified instructors in: mechanical and ballistic breaching
• Hosted and instructed an 80-hour regional Basic SWAT Course
• Participated in multiple show and tells in addition to Red Ribbon Week events.
• Assisted with the Citizens’ Academy, explaining what we are and what we do including firearms instruction.
• Assisted the newly formed Law Enforcement Explorer Program with a block of instruction on SWAT duties and responsibilities.
• SWAT firearms instructors assisted with patrol rifle classes.
• Five of the agency’s eight firearms instructors (FI’s) are currently serving SWAT members.
• The FI’s have assisted with providing firearms training during in-service and transition classes. All current firearms instructors are either current or former members of the team.
• Three of the agency’s five active shooter instructors are current members of the team. They have provided training during POST academies and in-service.
• Assisted in establishing and teaching a less lethal impact munitions program for patrol.
• The team was asked to attend other agencies’ SWAT training days in order to audit and evaluate their training and performance.
• Other agencies request to train with and be certified by our team’s cadre. Agencies also inquired about the possibility of their personnel attending our selection.

• Continue to refine and formalize a regional Basic SWAT Course
• Establish a regional Basic Law Enforcement Sniper Course
• Replenish ammunition/less lethal munitions inventory
• Conduct joint training operations with Jefferson Parish, New Orleans, and St. Bernard
• Assist New Orleans metro area agencies in providing security for major sporting/ entertainment events
• Establish a better training relationship with local Northshore SWAT teams during annual SWAT in-service to mitigate facility rental costs
• Complete MOU for municipal police departments in St. Tammany Parish that utilize the Sheriff’s Office SWAT team for tactical operations

In operation since 2003, HDU’s primary function is locating and rendering safe any packages deemed suspicious that may secrete explosive materials and produce a safe resolution to critical incidents. HUD also assists with the Enforcement Division with any explosives-related calls and with the Federal Bureau of Investigation (FBI) with main event functions at the Louisiana Superdome. HDU technicians are subject to call outs 24 hours a day 7 days per week.

• Obtained new EOD 9 Explosives Suit through parish grant
• Participated in multiple show and tells in addition to red ribbon week events
• Assisted with the Citizen’s Academy, explaining what we are and what we do
• Researched and submitted a proper policy for the Hazardous Devices Unit
• Researched and submitted a new policy and procedure pertaining to bomb threats
• Continued duties as the Explosive Breaching Coordinator for the SWAT team
• Conducted various training events with the members of the FBI and ATF
• Outfitted all technicians with personal agency issued eye protection, body armor, and helmets
• Completed five training sessions with a local Fire District agency and municipal police department regarding response plans to and recognition of explosive incidents
• Four mutual-aid deployments to the New Orleans area in conjunction with the FBI. The team conducted itself in a professional manner and accomplished all assigned tasks over several days
• Added one new member as equipment manager and response vehicle operator. Commander and Executive Officer attended a recertification course presented by the FBI regarding explosive responses to HAMAT events
• The United States Army requested once again the team participate in a suspicious package event at Camp Villere that covered their requirements for Anti-Terrorism response Due to this training, the US Army has requested HDU conduct another large-scale event for their personnel

• Conduct joint training operations with FBI, ATF, Jefferson Parish, New Orleans, and St. Bernard bomb squads
• Assist New Orleans metro area agencies in providing security for major sporting/entertainment events.
• Send two members to the Hazardous Devices School
• Continue to support the SWAT team with any explosive breaching needs
• Continue to support the SWAT team with any tactical operations as needed
• Create and complete a training program for enforcement personnel regarding the agency’s response plan for bomb threats and suspicious/ abandoned packages
• Attend free training pertaining to collection and sampling in a HAZMAT environment.
• Replace last EOD 9
• Continued support of many local “show and tell” events
• Continued support of municipal agencies within St. Tammany Parish as needed pertaining to a suspicious or actual explosive incident
• Send two certified technicians to the Maritime Hazardous Devices Training Certification Course. This will also be a free course offered by the FBI to the agency.
• Provide assistance to the United States Army requested again in a suspicious package event at Camp Villere that will cover their requirements for Anti-Terrorism response
